Lathrop Community Partners Announce Open Lottery Registration For Unprecedented Mixed-Income Housing

Lottery for Affordable Apartments in Modern Housing Development with Riverwalk Access and Amenities Runs April 17 – June 1

Lathrop Community Partners, today announced that the registration to be entered into the lottery for affordable apartments in the iconic Lathrop redevelopment will begin April 17, 2018. The lottery for modern affordable apartments on the 34-acre site bordered by the Chicago River, situated between the Bucktown and Roscoe Village neighborhoods, will run through June 1.


As a key part of CHA’s Plan for Transformation, historic renovation of the Lathrop property includes 1,116 mixed income residential housing apartments, as well as 17 acres of open space. Phase 1 of Lathrop will include 91 affordable apartments for households that qualify under the Illinois Housing Development Authority (IHDA) Low Income Housing Tax Credit (LIHTC) Program.

Phase 1 of the plan includes the comprehensive renovation of 16 historic buildings and Lathrop’s open space and property north of Diversey Parkway. A total of 414 residential apartments will be fully remodeled, featuring contemporary floor plans and finishes while preserving historic elements. Each residence, regardless of the resident’s income, will contain identical features and finishes, all reflecting modern designs.


Lathrop’s revitalization will create more than 17 acres of open space. This includes:


State-of-the-art riverfront restoration which includes a half-mile pedestrian riverwalk with pathways, bridges, kayak launch and native plantings;


A two-acre Great Lawn, restored by Michael Van Valkenburgh and Associates, with connection from Clybourn Avenue to the riverfront recreation, open to the entire community; and


An updated Elizabeth Wood Park featuring a new playlot

The revitalization of Lathrop was made possible through an unprecedented collaboration between Bickerdike Redevelopment Corporation, Heartland Housing and Related Midwest, who formed Lathrop Community Partners. Together with community residents, housing advocates and the CHA, Lathrop Community Partners hosted more than 150 meetings to discuss the revitalization. Under the renovation plan, a scenic state-of-the-art landscaped riverwalk was added to the property, creating access to the Chicago River that did not previously exist. Residents will also enjoy amenities such as a dog park, children’s playground and kayak launch.


The units will all feature stainless steel appliances, quartz kitchen countertops, in-unit washer/dryer and plank flooring. The scenery outside the buildings, including an iconic swath of green space known as the Great Lawn, is being fully rehabilitated and updated by landscape architect Michael Van Valkenburgh & Associates, known for their work on Maggie Daley Park and The 606 trail.


Lathrop is the result of a partnership between Lathrop Community Partners and the Chicago Housing Authority to produce a mixed-use development with housing that is affordable to families across a broad income spectrum. The City of Chicago Department of Planning and Development is also a key partner.


When all phases of the revitalization are complete, Lathrop will include 1,116 rental apartments, with 494 units leased at market rates, 222 offered to working families that meet affordable housing guidelines, and 400 reserved for CHA households. Those apartments will be leased to public housing residents already on CHA’s public housing waiting list.
